REFEREE CHECK LIST

2002 WSYSA STATE CUPS

 

CHAMPIONSHIP AND COMMISSIONERS’ CUPS USE SAME RULES

 

Ø       Arrive at match 30 minutes before game start time

Ø       Check field and equipment (goal posts, nets, corner flags, etc.)

Ø       Collect “ Game Roster Sheets”

§         Line through the names of any players who will not be participating in the match

§         Ask the Coach if any players are “Sitting Out: for Disciplinary Reasons

§         Sign “ Game Sit-Out Sheet(s), if any

Ø       Collect and verify “Player Passes:”

§         NO PASS.  NO PLAY 

§         In the event an entire team doesn’t have player passes, PLAY THE GAME and write this up on a Game Incident Report

Ø       Collect Coaches Passes (up to four (4) per team)

Ø       Check player equipment, with point of emphasis on:

§         No Casts

§         No Jewelry

§         Unique, non-duplicated number for every player

Ø       Play the game:

§         WSYSA Rules of Competition apply to both the Championship Cup and Commissioner’s Cup Tournaments.

§         Substitutions allowed on, with the consent of the referee:

o        Prior to throw-in, in your favor,

o        Prior to goal kick, by either team

o        After a goal, by either team

o        After an injury, when the referee stops play, by either team

o        At half-time

o        When the referee stops play to caution a player, only the cautioned may be substituted, prior to the restart of the game.

§         Cautioned players must be subbed off.  They may re-enter at next substitution opportunity.

§         In the event of a dead ball situation, and one team has clear possession, OK to restart with an Indirect Free Kick.  If neither team has clear possession, restart with a Drop Ball.

§         Half-time interval is 5 minutes

§         In a stadium, spectators are to be in the stands

§         Minimum number of players to start a game, and keep it going is seven (7)

Ø       At the end of the game:

§         Write down the half time and final score(s) on the game roster sheet

§         Print your name legible

§         Note any misconducts on game roster sheet

§         Return player and coaches’ cards (cards are for proper identification relating to misconducts)

§         Give copy of game roster sheet to each coach

Ø       After the game:

§         Fill out any misconduct reports (http://www.wsysa.com/referees/documents/MisconductReport2003rev1.pdf )

§         Write up any incidents on WSYSA Incident Report Form ( http://www.wsysa.com/referees/documents/StateRefereeSupplementalIncidentReportrev1.pdf )
